Mở bài: paraphrase đầu bài và trả lời đó là xu hướng tích cực.
Thân bài 1: giải thích vì sao một số người có thể nghĩ rằng điều đó là không công bằng rồi phản biện.
Thân bài 2: giải thích vì sao việc đó lại lại một xu hướng tích cực bằng việc nêu lợi ích của nó đối với cá nhân vận động viên và cả quốc gia.
Kết bài: Khẳng định lại đó là một xu hướng tích cực.
2. Bài mẫu
In many countries, governments allocate substantial public funding to specialised sports facilities for elite athletes, while such facilities are not made available to ordinary citizens. Although this policy is often criticised as unfair, I believe it is a positive development, provided that the general public still has access to basic recreational infrastructure.
Critics of this policy may argue that spending heavily on a small group of top athletes is an unequal use of public money. Since ordinary citizens also pay taxes, they should, in theory, benefit from government investment in sport. From this perspective, building highly specialised facilities such as Olympic-standard swimming pools, high-performance training centres or sports science laboratories only for elite athletes may appear to widen the gap between professional sport and public sport. This argument, however, overlooks the fact that such facilities are not intended for everyday exercise in the first place. The average person does not need advanced training technology or professional recovery systems to stay healthy. What they need are accessible parks, affordable gyms, public swimming pools, football pitches and running tracks. If these basic recreational facilities are already available, then providing ordinary citizens with expensive, technically advanced training centres would be a poor use of public funds.
Reserving specialised sports facilities for top athletes should be viewed positively because it benefits not only the athletes themselves but also the country as a whole. With regard to the former, elite athletes require professional training conditions to maximise athletic performance, reduce the risk of injury, and recover properly from intense physical exertion. Without access to such conditions, reaching their full potential would hardly be the case. More importantly, these facilities can improve their chances of succeeding in major international competitions, where the smallest physical or technical advantage can determine the final result. As for the wider national benefits, successful athletes can bring pride to their countries, put them on the world map and inspire younger generations to take sport more seriously. When children see athletes from their own country competing successfully on the global stage, they may be more motivated to participate in sport, whether recreationally or professionally. In this sense, investment in elite sports facilities does not merely serve a few medal contenders; it can also strengthen the sporting culture of an entire society.
In conclusion, although some might argue that specialised sports facilities should not be reserved mainly for elite athletes, it is my belief that doing so is a sensible use of public money, since professional athletes and ordinary citizens have fundamentally different sporting needs. Only when governments distinguish between elite sport and community sport can they support international sporting success without neglecting the health and well-being of the wider population.
