Introduction (Mở bài): Paraphrase đề bài.
Body 1 (Thân bài 1): Cause Paragraph
- Point 1: Chi phí vận hành và chi phí nhân công ngày càng tăng.
→ Explanation: Gần đây, giá nhiên liệu cần thiết để vận hành các phương tiện giao thông công cộng như xăng và dầu có xu hướng tăng giảm thất thường. Bên cạnh đó, các đơn vị vận tải cũng phải chi trả chi phí bảo hành sữa chữa thường niên để duy trì chất lượng dịch vụ và chi phí nhân công cạnh tranh.
→ So what: Những vấn đề trên đã gây sức ép tới nhiều doanh nghiệp, buộc họ phải tăng giá dịch vụ.
- Point 2: Áp lực tài chính từ việc thực hiện mở rộng mạng lưới phương tiện giao thông công cộng.
→ Explanation: Chính phủ và các đơn vị vận tải ngày càng chú trọng tới việc mở rộng mạng lưới phương tiện giao thông công cộng để đáp ứng được nhu cầu sử dụng gia tăng và bảo vệ môi trường. Để thực hiện được, cần phải đưa vào sử dụng rất nhiều thiết bị máy móc hiện đại và nguồn nhân lực có chuyên môn cao – đòi hỏi nguồn lực tài chính lớn.
→ So what: Chính sức ép này đã khiến nhiều doanh nghiệp buộc phải nâng chi phí dịch vụ để có thể chi trả được những khoản đầu tư nêu trên.
Body 2 (Thân bài 2): Solution Paragraph
- Point 1: Trợ cấp của chính phủ (What + WHo)
→ How: Cung cấp ngân sách để bù đắp một phần chi phí vận hành như nhiên liệu, bảo trì phương tiện và lương nhân viên.
→ So what (Highlight benefits): Các đơn vị vận tải có thể duy trì hoặc giảm giá vé → phương tiện công cộng trở nên phải chăng hơn → thu hút nhiều người sử dụng hơn.
- Point 2: Các đơn vị vận tải thực hiện các biện pháp thu hút thêm hành khách (What + Who)
→ How: Triển khai chương trình khuyến mãi, giảm giá vé hoặc vé tháng ưu đãi cho các nhóm khách hàng tiềm năng như học sinh, sinh viên và người đi làm.
→ So what (Highlight benefits): Nhiều người lựa chọn phương tiện công cộng hơn → số lượng hành khách tăng → doanh thu tăng, giúp bù đắp chi phí vận hành mà không cần tăng giá vé quá mức.
Conclusion (Kết luận): Summarize lại các ý chính đã nêu trong bài.
2. Bài mẫu
In many cities around the world, there has been a constant increase in the costs of public transportation. Although this issue arises from a variety of causes, there are several viable solutions that could help alleviate the problem.
There are several compelling reasons why public transport fares have been rising in recent years. One prominent factor is the increase in operational and labor costs. Global inflation has driven up the prices of fuel and electricity, placing transport operators under considerable financial pressure. Apart from material expenses, service providers must cover other expenses such as vehicle maintenance and employee wages to ensure the sustainable operation of public transport systems. As a result, many operators have to raise ticket prices in order to offset rising expenditures. Another factor leading to higher public transport fares is the substantial investment required to modernise and expand public transport networks. As the urban population continues to grow, governments and many transport operators are increasingly focusing on improving public transportation systems in order to accommodate rising travel demand and reduce carbon dioxide emissions. This practice requires the deployment of advanced technology and highly skilled workers, both of which involve considerable costs. Consequently, transport providers have to raise fares to recover their investment.
There are some possible solutions which can be implemented to address this phenomenon. First, governments should provide greater subsidies to public transport operators. Since public transportation helps reduce traffic congestion and environmental pollution, it is reasonable for governments to support transport companies by covering parts of operational costs. Hence, public funding from governments will enable operators to maintain affordable fares. Another effective solution is to implement attractive promotional campaigns. This could be done by increasing service reliability and offering discounted fares for target groups such as students or office workers due to their need for frequent commuting. These measures would encourage more people to use public transport, thereby generating higher revenue and maintaining affordable prices.
In conclusion, rising public transport fares stem largely from increasing operational costs and the need for substantial investment in transport systems. To address this problem, governments should provide financial subsidies, while transport operators can implement promotional schemes to attract more passengers.
